Starlight Video Services 209.357.STAR home contact us “Every 15 Minutes” is a program put on by the California Highway Patrol, The Office of Traffic Safety, local High Schools and the help of many, many parents and community volunteers. Designed to keep teenagers from drinking and driving, this two day event mixes real life scenarios with the safety of on campus drama.
